圖資與檔案學刊(以下簡稱本刊)致力於出版圖書資訊學與檔案學相關主題之嶄新研究學術論文、實務應用工作技術報告與書評等,本刊不接受一稿多投、剽竊、假造資料等稿件,且要求作者並未侵害他人權益等情事。下列規範內容包含編輯委員會、審查委員與作者職責。
- 編輯者職責
- 所有稿件採雙盲審查方式進行,編輯者對作者及審稿者資料負有保密責任。
- 評估投稿稿件時,僅依其學術或實務價值判斷,不作學派、所屬單位或商業之考量。
- 參考編輯委員意見,依主題相關領域邀請外部、獨立且具有適當專業知識的審稿者進行審查,學術研究稿件至少邀請兩位,其他類型稿件至少邀請一位。須迴避與作者有直接關係的審查者,以求審慎客觀評閱稿件,提供作者建設性建議。
- 綜合所有審查者意見並審查作者提供之稿件修正內容與意見回覆,依論文品質決定接受刊登或予以退稿,必要時編輯者可再次提供意見請作者修正。
- 編輯委員若為投稿者,應迴避該篇稿件之所有相關審查事宜。
- 主編或共同主編若為投稿者,則交由另一方確認審查委員人選與最終審查決定。
- 審查者職責
- 以公正客觀立場審查稿件,針對學術研究稿件,根據學術原創性與價值從嚴審查;針對實務工作報告、技術報告與書評,根據實用性與正確性提出意見。
- 所有稿件審查採雙盲方式進行,若審查者已知作者身分,應主動告知編輯者以迴避審查。
- 對於審查論文內容須予以保密。
- 若發現審查稿件與其他已刊登論文內容相似時,應提醒本刊編輯者進行適當處理方式。
- 作者職責
- 非一稿多投,內容未曾以任何文字形式發表或出版。
- 來稿請遵守本刊稿約要求。
- 文責自負,若引用他人文字、圖表或照片等資料,應先取得同意或符合學術使用規定。若涉及抄襲或其他侵權行為,本刊將不予刊登。
- 投稿論文為本人之著作,其他共同作者為參與論文撰寫且有實質貢獻者。

The Journal of InfoLib & Archives (JILA) is dedicated to publishing research papers, technical reports, and book reviews on topics related to library and information science and archival studies. All submitted manuscripts must not be involved in duplicate publication, plagiarism or any copyright infringements. The following guidelines include the responsibilities of the editors, reviewers, and authors.
- Responsibilities of Editors
- All manuscripts submitted to JILA will undergo a double-blind peer review process. The editors are responsible for keeping authors and reviewers’ information confidential.
- The manuscripts will be evaluated only by their academic or practical values and significances, not by their academic paradigms, affiliations or commercial concerns.
- External and independent reviewers are invited according to academic fields of the subject and professional knowledge, with editorial committee’s advice as reference. Each academic research manuscript is reviewed by at least two reviewers; others types of manuscripts are reviewed by at least one reviewer. The reviewers, without any conflict of interest with the authors, will review the manuscripts in a rigorous and objective manner and provide constructive suggestions.
- Based on opinions of all reviewers and revisions from the authors, along with feedbacks, the editors evaluate the quality of a manuscript and decide whether it should be accepted or rejected. Editors might require the author to make further revisions if necessary.
- Any editorial board member who is also a contributor of a submitted manuscript should be removed from any reviewing tasks related to the manuscript.
- If the editor or co-editor is listed as a contributor of a submitted manuscript, the invitation of reviewers and final review decisions will be made by another party.
- Responsibilities of Reviewers
- Reviewers should conduct reviews fairly and objectively. Reviewers are responsible for making rigorous evaluations to ensure academic originality and value of the submitted academic research manuscripts. They are also responsible for providing opinions to ensure practicality and correctness of the submitted practical reports, technical reports and book review
- All manuscripts will undergo a double-blind peer review process. If a reviewer recognizes the identity of an author, he or she should actively inform the editors to avoid reviewing.
- Reviewers should keep the contents of the manuscript confidential.
- When manuscripts have similar contents with other published ones, reviewers should inform editors to adopt appropriate measures.
- Responsibilities of Authors
- To prevent duplicate publication, the contents of a submitted manuscript should not be currently under consideration elsewhere, or previously have been published in printed or digital format.
- Authors are responsible to submit manuscripts that follow JILA Manuscript Submission Guidelines.
- The responsibility lies with the author. Before using other people’s materials such as text, diagrams and pictures, the author should obtain permission from the copyright holder to meet the requirements for academic use. If there is any kind of plagiarism or copyright infringement, the manuscript will be rejected.
- The manuscripts have to be the original work by the author, while the co-authors have participated in writing and made substantial contributions.
